Short-Term Specialist Consultant Ken Inoue

Profile

I have been involved in international cooperation mainly at UN agencies for over 28 years. My experience on peace building and peacekeeping in conflict areas are as follows:

  • 1988-1991 Thai Cambodian border zone
  • 1991-1993 Cambodia
  • 1994 Somalia
  • 1999-2001 Kosovo
  • 2007-2013 East Timor

In East Timor, I served as the Director & Chief Governance Advisor of the United Nations Integrated Mission in Timor-Leste (UNMIT) and supported projects to have democracy take root in East Timor.

Tasks as Consultant

I am assisting JCCP as a short term consultant. The main jobs I have undertaken are the following two tasks:

The first task is running workshops and reporting those effects. This program was conducted as one of the activities of the project carried out in Putland, Somalia by JCCP, which supports victims of gender based violence among internally displaced persons. I visited Garowe, the capital city of Puntland, with a safety specialist who was also a short term officer of JCCP and we organized workshops from May 14th to 16th. The 20 participants included five women consisting of government officials of Puntland, local NGO staff, and representatives of IDPs. We clarified pros and cons of the project and drew lessons for the future through group discussions. We also discussed risks, threats and their solutions in conducting the project

The second task is putting together JCCP’s previous experience in Puntland into “activity guidelines” and preparing a guidebook for establishment of future projects. Despite continuous humanitarian crises over the last 20 years, no Japanese NGO except JCCP has a local office in Somalia due to high risk of activities in the country. Therefore, a plan to collect JCCP’s knowledge and skills along with making a guidebook in preparation to expand our activities has been initiated. As a consultant, I played an instrumental role in spearheading that project.
