The 9th monthly meeting of HCCP group session has been held at the JCCP in Tokyo:
– Attempting DIAG: Disarmament of Post-DDR in Afghanistan –
Ms. Tomoko Kubota (IDE-JETRO) gave interesting insights in the strategy for Disbandment of Illegal Armed Groups (DIAG) in Afghanistan. She described that today, six years after the process of national reconstruction began, the situation remains very difficult, and that the Security Sector Reform (SSR) is still one of the most urging issues. During their discussion, the participants of the meeting agreed that DIAG is likely to play an important role in the overall SSR-framework by complementing the concept of Disarmament, Demobilization and Reintegration (DDR).
DDR, implemented under the lead of Japan, had the aim to disarm former combatants by the end of 2006. However, one of its major difficulties was to succeed in disarming illegal armed groups that pose a serious threat to national reconstruction. People had high expectations for the DIAG strategy, but it showed that disarmament is a complex task and the number of disarmed groups remains low. Ms. Kubota reaffirmed the importance of the ongoing support for the SSR in Afghanistan by the international community, in particular the United Nations and the International Security Assistance Force (ISAF). She further underlined the necessity for long-term measures to support the Afghan police force.

On August the 27th Mr. Masahiko Komura was appointed as Defence Minister of Japan and had to resign from his post as an advisor of the JCCP.
We are very grateful for his valuable support during his time as an advisor of the JCCP and we wish Mr. Komura much success with his new appointment.

– Changing Needs of Regional Mechanism and International Peace Keeping Operation in Africa –
Ms. Rumiko Seya, Secretary-General of JCCP shared her experiences from a one month training course that she conducted at the Kofi Annan International Peacekeeping Training Centre. Ms. Seya, was focussing on the topic of Disarmament, Demobilization, Reintegration (DDR), in particular on the importance of security sector reforms (SSR), negotiations, public information, the monitoring of elections as well as civilian and military cooperation (CIMIC).
Ms. Seya pointed out that DDR is nowadays a substantial part of Peace building efforts after conflicts but also a very complex process that has to be adapted in ways that meet the needs of the situations at hand. Hence, the growing importance of peacekeeping in general and DDR in particular requires further training opportunities and other activities for people who want to work in those fields.
